Public debate: "Initiating constitutional changes and listing the category of national minorities in B&H Constitution"

A public debate, on the subject "Initiating constitutional changes and listing the category of national minorities in B&H Constitution", was held in Tuzla, on February 8, 2010. The debate was attended by 30 participants, representatives of organizations advocating for interests of national minorities. The speakers at the debate were Mr. Vehid Sehic and Mr. Dervo Sejdic, who gave their overview of the status of national minorities in the Constitution of BiH. The main objective of debate is to draft proposals and conclusions, and to initiate petition urging constitutional changes and inclusion of the category of national minorities in the Constitution of BiH. Signed petition will be addressed to the BiH Parliament and to all political parties. The debate was organized by Association BOSPO Tuzla, in cooperation with Association of Roma citizens "Euro Rom" Tuzla, within the project "Strengthening of political participation and representation of national minorities in BiH society", financed by the European Union. With this project we have planned two more debates on the same topic, which will be held in Sarajevo and Banja Luka during February and March.

 
New project has started: Strengthening of political participation and presentation of national minorities in BiH society

On December 15th, 2009, association BOSPO in partnership with association EURO ROM from Tuzla started realization of a new project called "Strengthening of political participation and presentation of national minorities in BiH society". Project is funded by European Union, with total investment of 91.979,00 EUR. The goal of the project is to improve the situation of Roma and other national minorities in Bosnia and Herzegovina, as well to enhance respect for their human rights. Specific goals that stem out from the general goal are: 1.To contribute to the creation of improved conditions for political presentation and participation of Roma and other minorities on state level. 2.To enhance political affirmation and capacity building of Roma for greater influence in decision making processes. The project will be implemented within the territory of Bosnia and Herzegovina and it will last for 18 months, till June 15th, 2011.

 
New project has started: Decreasing of unemployment of Roma in Bosnia and Herzegovina through implementation of Action plan for employing Roma

On December 1st 2009, association Euro Rom from Tuzla, in partnership with association BOSPO from Tuzla, started implementation of new project “Decreasing of unemployment of Roma in B&H through implementation of Action plan for employing Roma”. The project is financed by CCI (Center of Civil Initiatives) and the general goal of the project is to improve employment of Roma in B&H, through efficient realization of Action plan for employment, i.e. the Operational plan for period of 2010/2011. Specific goals that stem out from the general goal are: 1. To research and analyze criteria and utilization of funds intended for Program for employment and self-employment of Roma for 2009 and 2010, 2.To adopt quality program for employment of Roma for 2010 and 2011, 3.To advocate for providing of resources in a budget for employing Roma on state and entity level, 4.To monitor the implementation of Action plan and other policies in area of employment of Roma, and inform the public about accomplished results. The project will last for 16 months, till March 31st, 2011 and it will be implemented within the territory of Bosnia and Herzegovina.

 
Registration and setting up of data base about Roma is started

On 23rd of November 2009, the process of registration and setting up of data base for the purpose of implementation of the Action plan for solving problems of Roma in the areas of health protection, housing and employment, has been started. The Ministry for Human Rights and Refugees in Bosnia and Herzegovina is organising, implementing and monitoring this process. This database will be established under the name called Central records of Roma and Roma households (CER), as a software information system. CER is establishing as a multi-purpose and permanent database to be a support for implementation of Action plans to improve the protection of Roma and Roma households. Data which will be collected in the CER's will be used and update for the purpose of implementation of activities defined within the Strategy of BiH for solving Roma problems and the Action Plan for solving Roma problems in the areas of health protection, housing and employment as well as the Action Plan about educational needs of Roma. The deadline for the implementation of the process of registration is 120 days. The seventh Conference of Coordination body, organized by BOSPO, was held

In period from 8th to 10th of July 2009, the seventh Conference of the National Coordination Body on implementation and monitoring of the Action plan B&H for solving problems of Roma in the areas of health protection, housing and employment, was held in Neum. 30 members attended the Conference, including members of the Coordination body as well as representatives of foreign and domestic NGOs. During the Conference members were discusing about: information about enforcement proposal and forming comission for enforcement procedure of evaluation of project proposal in accordance with established criteria as well as registration of Roma population (which should start in autumn this year), setting up of data base and preparation of informative campaign in B&H. The Conference of Coordination body is a part of the project Supporting Work of the National Coordination Body on Implementation and Monitoring of the National Action Plan for Solving Problems of Roma in the Areas of Health Protection, Housing and Employment, financed by European Union.

 
Round table on the topic The status of national minorities in Bosnia and Herzegovina, is held

On 23rd of June 2009 in Sarajevo, in the Blue room in the building of the Parliamentary Assembly, BOSPO supported the organisation of round table on the topic The status of national minorities in Bosnia and Herzegovina. Round table was part of the project Supporting Work of the National Coordination Body on Implementation and Monitoring of the National Action Plan for Solving Problems of Roma in the Areas of Health Protection, Housing and Employment, financed by European Union. The topics of the round table were constitutional modification and change of Election Law in B&H. Beside the introduction speakers of the round table (Nedzad Jusic, Ivo Miro Jovic, dr. Suad Arnautovic, Damir Arnaut), the speakers were also and the representative of the different national minorities in B&H (the representatives of Roma, Montenegro, Italians and Jewish presented their attitudes). Some of the most important conclusions from the round table are: a) the Council of National Minorities in cooperation with the Board of National Minorities of Republika Srpska and the Council of National Minorities of Federation of B&H together with the Joint Commission on human rights of the Parliamentary Assembly B&H sholud start an initiative for constitutional change in B&H with the goal that national minorities should be the constitutional category; b) the Council of National Minorities in cooperation with the Board of national minorities of Republic Srpska and the Council of National Minorities of Federation of B&H together with representatives of the Election commission should form the proposition of the amendments and addendum of the Election Law which regulate national minorities participation in Municipalities board and also they should consider the ability of participation of the national minorities on the higher level of the government and c) to send request to the Parliamentary Assembly to include all national minorities in forming all bodies/commissions for changing the B&H Constitution. 70 members attended the round table, including the representatives of all national minorities in B&H.

 
The presentation of the methodology and plan of fund realization for implementation of Action plan for solving problems of Roma, is held

On 22nd of June 2009 in Sarajevo, in the Great room in the building of Parliamentary Assembly , the referral meeting was held, which was organised by BOSPO in cooperation with Ministry of Human Rights and Refugees of Bosnia and Herzegovina . Round table was part of the project Supporting Work of the National Coordination Body on Implementation and Monitoring of the National Action Plan for Solving Problems of Roma in the Areas of Health Protection, Housing and Employment, financed by European Union. The goal of the meeting was the presentation of the methodology and plan of fund realization meant for implementation of the Action plan for solving problems of Roma and realization of process of registration and setting up of data base for Roma population. For the purpose of this meeting, the brochure with all necessary materials was printed. 90 members attended the meeting, including Mayors of Municipalities in B&H, Embassy representatives of different Embassies in B&H and foreign and domestic NGOs. Among the others who are invited to the meeting, speakers were: dr Safet Halilovic, Minister of Human Rights and Refugees; Boris Iarochevitch, First Counsellor of the Delegation of the European Commission to B&H; Saliha Djuderija, Assistant of the Minister of Human Rights and Refugees and Dervo Sejdic, President of the Roma Council in Federation of B&H.

 
The sixth meeting of Coordination Body for Solving Problems of Roma was held

The sixth meeting of the National Coordination Body on implementation and monitoring of the national action plan for solving problems of Roma in the areas of health protection, housing and employment was held in Blagaj on 14th and 15th of May, 2009. The goal of the meeting was defining decision about apportionment of budget fund for solving problems of Roma in the areas of health protection, housing and employment and realization of the registration process and setting up of data base about Roma in B&H. The following documents are also defined and accepted: Decision about methods of using funds for solving problems of Roma in the area of housing and Public call for collection of project proposals for solving problems of Roma in the area of housing; Decision about methods of using funds for solving problems of Roma in the area of employment; Decisions about methods of using funds for solving problems of Roma in the area of health protection and Decision about methods of conducting the process of recording the Roma and establishment of the Central records on the rights and needs of Roma and Roma households. The above mentioned decisions and public call are expected to be adopted by the Council of Ministers and then final operalization of all activities, which are planned for the current year.

 
Donation of the greenhouse

Yesterday, May 6th, 2009., within the project "Support to micro-forums of citizens returnees", financed by European Commission, BOSPO donated greenhouse to the agricultural association "Obnova" from Lukavac which members are minority returnee population in this area. The size of greenhouse is 100 square meters and it will be used by all members of the agricultural association. The purpose of this action is to support development of greenhouse production in this area, which would lead to support of the sustainable return of people in this area. Beside the production of different agricultural products, greenhouse will be used in educational purposes for younger members of the association and the local community, which will help to develop this agricultural branch. As it is well-known, the production of agricultural products made on 100 square meters of the greenhouse is equal to the production made on 1000 square meters in the field. This kind of the agricultural production (in greenhouse) might attract younger generation to start producing agricultural products.

 
The activity of drainage channel clearing

Today, as a part of the project "Support to micro-forums of citizents returnees", financed by European Commission, BOSPO started the activity of clearance of the drainage channel in cultivated fields in area of Sizje, Krtova 1 and Krtova 2 returnee local communities, in Lukavac municipality. The length of the channel is around 3 kilometers. This channel was completely buried and out of function since big flood caused by Spreca river in 2000. Since that time, around 400 households from returnee communities in this area could not cultivate their fields, because every year during spring time the fields are covered with water from Spreca river. The goal of this activity is to clear this drainage channel which will allow 400 families to cultivate their fields again and the overall goal is to support the development of agriculture production and sustainable return in this area. It is planned to finish this activity in next several weeks.

 
Educational workshop for returnees

As a part of the project "Support to micro-forums of citizens returnees", financed by European Union, BOSPO Tuzla held educational workshop for returnees: "P r o t e c t i o n of c o r n". The workshop was held on Thursday, April the 2nd, 2009, at 10:00 o'clock in the Cultural center in Krtova 1, Lukavac municipality, for the returnees from 8 local communities: Krtova 1, Krtova 2, Sizje, Milino selo, Panjik, Stupari, Tumare and Brijesnica Donja. The workshop was held in cooperation with Agricultural Institute from Tuzla. The representatives from Agricultural Institute talked to returnees about growing/production of corn and protection of corn. Mentioned subjects of workshop are very interesting for returnees in this area since most of them are growing/producing corn.

 
The National Coordination Body on Implementation and Monitoring of the National Action Plan for Solving Problems of Roma

The Council of Ministers of B&H made decision about establishing of the National Coordination Body on Implementation and Monitoring of the National Action Plan for Solving Problems of Roma in the Areas of Health Protection, Housing and Employment. Coordination Body is consisted of 19 members, representatives of all relevant state institutions, as well as representatives of Roma nationality. So far three meetings of Coordination Body were held within the projects: „Advanced human rights of Roma minority in BH“,which is implemented by World Vision in cooperation with BOSPO Tuzla and „Supporting Work of the National Coordination Body on Implementation and Monitoring of the National Action Plan for Solving Problems of Roma in the Areas of Health Protection, Housing and Employment” implemented by BOSPO Tuzla, both financed by European Union.

 
BOOK PRESENTATION: ROMA HISTORY, CULTURE AND TRADITION

On Tuesday, 9th September 2008 at 11:00 in Congress hall of hotel "Tuzla", Association BOSPO organizes book presentation

"Roma History, Culture and Tradition".


After the presentation, Association EuroRom will present the brochure and movie on topic

"Roma Customs in the Area of Tuzla Municipality".


Book "Roma History, Culture and Tradition" is the first manual on history, culture and tradition of this biggest national minority in B&H. It is recommended by Pedagogical Institute of Tuzla Canton for usage during the regular school classes, according to the Law on protection of rights of members of national minorities in B&H and Action plan of B&H on educational needs of Roma people and other minorities.

The book has the aim to eliminate stereotypes and prejudices toward Roma people and to inspire Roma to revive their culture and ask for their identity.The book is printed in 5 000 copies, it is free of charge and meant for teachers, professors, pedagogues, school directors, pupils and Roma associations. It will also be available in school and national libraries.

The book "Roma History, Culture and Tradition" has been published by Association "Bosnian Committee for Help", BOSPO Tuzla in cooperation with Pedagogical Institute Tuzla and Center for Support, Informing and Joint Acting of Roma Non-governmental Organizations in the area of Tuzla Canton.

The book is printed within the project "Fighting Discrimination of Roma Children in Primary Schools of Tuzla Canton", which is co-financed by European Union and World Vision and has the aim of reducing discrimination towards Roma children and offering possibilities to Roma children to fully enjoy the benefit of education.

 
BUSINESS ADVISORY SERVICES FOR RETURNEES

Within the project "Support to micro-forums of citizens returnees", coo-financed by European Union, and The World Bank, BOSPO will organize series of business advisory services for returnees.
At Saturday, August 30th for returnees from Kalesija area BOSPO will organize the educational workshop:

"Generating and analyses of business ideas - from idea to business"


The aim of this workshop is to motivate returnees to start small businesses, and to educate them how to start it. The workshop is assumed to provide returnees with basic knowledge and build basis for future educations with similar topics, that will wider the knowledge of returnees about small businesses start-up, and provide them with needed skills.

Returnees from Lukavac area, that already participated in such a workshop held in returnee village Krtova I on August 16th, were satisfied with this workshop, and were enthusiastic when it come to starting of new businesses.

 
FIRST BOOK ON ROMA HISTORY, CULTURE AND TRADITION

Association BOSPO has published within the project "Fighting Discrimination of Roma Children in Primary Schools of Tuzla Canton" publication:

Roma history, culture and tradition

Publication on history, culture and tradition of Roma minority in B&H is envisioned and adjusted for usage in 85 primary schools in Tuzla Canton. 3 000 out of 5 000 printed book samples will be distributed to all schools in Tuzla Canton, project partners and Roma associations. The book is also available for wider public and can be taken over in the office of Association BOSPO, street Mirze Delibasica 9.

ROMA ACTION PLANS ADOPTED BY COUNCIL OF MINISTERS OF BIH
21.07.2008.
   

In June 2008. according to the proposal of Ministry of Human Rights and Refugees of BiH, Council of Ministers of BiH has adopted Roma Action plan for resolving Roma issues with the employment, housing and health protection. During the meeting, Council of Ministers of BiH also made Decision on establishment of Coordination Board for implementation and monitoring of this plan. Declaration on accession to the "Decade of Roma Inclusion 2005-2015" was also adopted.

With this Bosnia and Herzegovina fulfilled condition for accession to international initiative "Decade of Roma Inclusion 2005-2015"

Roma Action plan for resolving Roma issues with the employment, housing and health protection is results of set of workshops organized within project "Advance Human Rights for Roma Minority in B&H" which BOSPO implements with World Vision. Project is co-financed by European Union.

 
ROUND TABLE: "Perspectives of sustainable return in Kalesija municipality"

Within the Project "Support to micro-forums of citizens returnees", coo-founded by European Union and World Bank, BOSPO is organizing the round table:

"Perspectives of sustainable return in Kalesija municipality"


The aim of this round table is to bring all relevant subjects together to talk about perspectives of solutions to the problems of returnees in Kalesija area, and eventual future cooperation and projects. Also, this round table is planed to be a chance to present returnees' problems to broader community, and to help their reintegration into society.

Some of the topics for discussion are: infrastructural problems, employment, schooling, functioning of different services in returnees' communities, and other returnees' problems.
This event will be used to present the accomplishments of the Project and Project Acton plan for Kalesija municipality.

Representatives of Delegation of European Commission in BiH, Kalesija Municipality, relevant ministries, local and international institutions, NGOs and returnees are invited to this event.

The round table will be held in restaurant "Polo junior" in Kalesija, at Thursday, June 12th at 13:00.
Press conference will also be organized, starting from 14:30.

 
9 HALF-DAY WORKSHOPS HELD IN 3 SCHOOLS

From February to May, 9 half-day workshops were held within the project „Fighting Discrimination of Roma Children in Primary Schools of Tuzla Canton“, financed by Delegation of European Commission. Workshops on topic "Children Rights and Rights of National Minorities" were held by experienced trainer from Bureau of Human Rights for 189 teachers, parents and pupils of primary schools: Kreka, Kiseljak and Mejdan. Workshops showed solid knowledge in human rights in general, but poor knowledge on rights of national minorities. Just after the workshop, participants were able to recognize the violation of the rights of national minorities. Most of them named rights that are violated: right to use their own language, right on education, religion and name (since majority of them is not signed in Newborn Medical Records).

3 VISITS TO ROMA SETTLEMENTS MADE

In the end of April, before the official enrolment in schools, BOSPO made 3 visits to Roma settlements of Kreka, Mosnik and Kiseljak for 41 Roma parent in total. Respected individuals held those meetings and presented them opportunities of what education offers to Roma children. Parents were informed about the compulsory education age, procedures, requirements and deadlines for enrolment of children to schools, as well as with legal enforcement of children's education. Parents had the opportunity to discuss ways for overcoming existing problems related to education. They themselves, mentioned the role of active parent as most significant in child's (educational) life.

Within project "Fight Against Discrimination of Roma Children in Primary Schools of Tuzla Canton", financed by Delegation fo European Commission, BOSPO organizes in Thursday, 10th of April from 11 a.m. - 1 p.m. round table in Peaceflame House on topic:

"Establishment of Commission for Protection of Human Rights in Schools".


The aim of the round table is to introduce schools and public to the need of forming bodies for monitoring of human rights in schools and opening of constructive discussion regarding recommendations for establishment of these Committees.

Participants of round table are: Foundation for Creative Development Sarajevo, Minsitry of Education, Culture, Science and Sport of Tuzla Canton, Delegation of European Commission, Activ of directors of primary schools in TC, Pedagogical Institute, OSCE, Education and Rehabilitation Faculty, Parent-School Council of TC and directors of 4 primary schools in TC: Kalesija, Kreka, Kiseljak and Mejdan.

 
STATUS OF ROMA CHILDREN IN SCHOOLS

Association BOSPO held several meetings in March with primary schools where it collected relevant datas and statistics regarding educational status of Roma children. Out of 184 Roma children in 3 schools (Kreka, Kiseljak and Mejdan), 48 of them are engaged in school activities and section and 5 of them dropped out of school last year (reasons: moving, street begging etc.)

Within the same project, "Fighting Discrimination of Roma Children in Primary Schools of Tuzla Canton", financed by Delegation of European Commission, BOSPO conducted a survey for teachers in order to assess their knowledge and attitudes toward the rights of national minorities. Out of 45 surveyed teacher, 30 of them said that there is no need for Roma language to be integrated in schools and that Roma children are well accepted by their peers and school staff. They also said that schools are doing everything to respect rights of national minorities, but that national minorities should show more respect for school. They recommned intesive work with Roma parents in order to achieve full right on education of Roma children (signing them in Newborn Medical Records, taking more responsibility for their progress in schools etc.).

 
3 VISITS TO SCHOOLS HELD

In the past two months BOSPO has made 3 official visits to three primary schools in TC: Kreka, Kiseljak and Mejdan in order to introduce them to project aims and activities. Entire school staff of all three schools showed understanding for the project's purpose and willingness to jointly work on its realization. Parents liked the activity of holding additional classes for children who have difficulties with learning or do not have proper conditions at home to do their home works. They greeted such initiative and all project activities, in general.

Meetings were held within the project "Fighting Discrimination of Roma Children in Primary Schools of Tuzla Canton", financed by Delegation of European Commission.

INFORMATION ABOUT PROJECT: Support to micro-forums of citizens returnees
08.01.2008.
   

Implementation of project "Support to Micro-forums of Citizens Returnees" runs as planed. Important steps in organization of returnees, and providing them with information, same as in action planning process, are made until now. Contacts and cooperation with several subjects that can help implementation of this Project are made, and Memos of cooperation in project implementation process are signed with Lukavac and Kalesija Municipalities.

Project info materials - posters and leaflets are printed. At the same time, locations for placing of informative boards for returnees are agreed, and boards are preparing at the moment. Two unemployed returnees are selected to coordinate cooperation between BOSPO and returnees at the field. Returnee advisor for Lukavac Municipality is returnee Rajko Cosic, and advisor for Kalesija Municipality is returnee Drago Dukic.

At the moment, we are visiting returnees' villages in Lukavac and Kalesija Municipalities to identify needs of returnees, as the bases for defining project action plan for future period.

Important thing to mention is the fact that Government of Tuzla Canton recognized importance and quality of this project, and they coo financed realization of part of this project with 500,00 KM.

 
Set of meetings held within EIDHR project

During the last month, within the project "Fighting discrimination against Roma children in primary schools of TC" which is financed by European Union, set of preparatory and mobilization meetings were held with project beneficiaries: Roma Resource Center, Pedagogical Council Tuzla, Educational-rehabilitation faculty, Roma consultant, Sae Roma Association and with schools Kreka, Kiseljak and Mejdan. The purpose of these meetings was introducing the beneficiaries to project goals and activities. During these meetings, the understanding and willingness of project beneficiaries to fight against discrimination of Roma children in schools is noticed which will largely contribute to achievement of project goals.

Next planned activities are writing a book on Roma culture, history and tradition which will be publicly presented and then, distributed to 85 schools of Tuzla Canton and providing regular help to Roma children with their homeworks and schoolworks.

 
Final Phase of Roma Action Plans

Finalization of creation of action plans for resolution of issues such as health, lodging and employment of members of Roma nationality in B&H (which are main preconditions for B&H to enroll to Roma Decade 2005-2015), is in process. During the creation of action plans, participation of head institutions was ensured, as well as participation of 21 representative of Roma population which were involved in creation of all three action plans that resulted with better quality and content of action plans.

Creation of these documents is supported by the project "Advance Human Rights for Roma Minority in B&H" which is implemented by World Vision in cooperation with Association BOSPO. Project is financed by European Union.

 
NEW PROJECT: Fighting Discrimination Against Roma Children in Primary Schools of Tuzla Canton

Association "Bosnian Committee for Help" BOSPO Tuzla has started with implementation of the new project named "Fighting Discrimination Against Roma Children in Primary Schools of Tuzla Canton". The project lasts for 12 months and it is co-financed by European Union with donation of 50.983,15 EUR. Project aim is to reduce discrimination against Roma pupils in 3 primary schools of TC (Kreka, Kiseljak and Mejdan) and provide possibilities for Roma children to enjoy full benefits of education.

 
KALESIJA, LUKAVAC: Meeting with returnees

Association BOSPO has met today and yesterday within the project „Support to micro forums of citizens returneees“ with returnees from area Kalesija and Lukavac. Returnees were introduced to aims of the project and planned activities. Basic information were exchanged which will be useful for the realization of the project and further steps of cooperation were agreed. Project is well excepted by beneficiaries and is seen as chance to finally solve some of their most important problems. We call all interested returnees of Kalesija and Lukavac to contact BOSPO about their problems that their community meet. We also call for cooperation all institutions that are willing to help sustainable return on this area.

 
Design of Roma action plans

Design of action plans regarding problems of housing, health care and employment of members of Roma nationality is in the process. Creating these action plans is condition for B&H to be able to participate in Roma Decade and thus, ease the problem resolution for members of Roma nationality. In creation fo these plans, representatives of ministries and governmental institutions are involved, as well as representatives of Roma associations in B&H. Action plans should be finalized and adopted by state parliament 'til the end of 2007.

Workshops for design of action plans is envisioned by the project "Advance Human Rights for Roma Minority in B&H", implemented by World Vision in cooperation with Association BOSPO Tuzla, financed by European Union.

 
PUBLICATION: Road to gender equity

Association BOSPO with financial help of Canadian embassy, has implemented the project "Integrating principle of gender equity in schools". Through the project parents, teachers and pupils from 3 school of Tuzla Canton learned to recognize gender stereotypes in school system and society in general and undertake adequate and efficient measures for its reduction. Within the project, all 3 school created their action plans with aims of:

1. Raising awareness of children, parents and teachers of gender equity (primary school Pazar, Tuzla)
2. Including both parents, especially fathers, in parent's meetings and 'open door' days (primary school Banovici)
3. Raising public awareness of local community Kalesija about gender equity (primary school Kalesija)

On October 15th, Letter of Initiative for integration of gender component in educational sector was handed to Ministry of education, science, culture and sport of TC.

In the second half of October, final project publication was printed, "Road to gender equity", which will be distributed to all educational institutions that may benefit from it. Publication contains basic information on gender, its legal frames and examples of good practice for integration and promotion of gender component in educational sector.

Publication is free and you can take it over in the office of Association BOSPO, street Mihajla i Zivka Crnogorcevica 8/1 (nearby Orthodox Church).

 
NEW PROJECT: Support to micro-forums of citizens returnees

On October 18th 2007, new project in Association BOSPO has started - Support to micro forums of citizens returnees. The project is funded by European Union and its main goal is to promote re-integration of minority returnees through support to the reestablishment of basic services to returnees and encouraging their inclusion to local labour markets. The project will be implemented until 2009. in municipalities Lukavac and Kalesija, in cooperation with Ministry of Internal Affairs and EUPM - Tuzla department.

 
BOSPO: Initiative for integrating principle of gender equity in educational system

Letter of Initiative for Integrating the Principle of Gender Equity in Educational Sector.


The Letter is supported by Gender Center FB&H, Pedagogical Institute of Tuzla Canton (TC), Association of Parents-School Councils, OSCE Regional Center Tuzla, Association VESTA and 4 elementary schools in TC: Banovici, Kalesija, Pazar and Simin Han. The Letter will be handed to Ministry of Education, Science, Culture and Sport of Tuzla Canton on October 8th 2007.

TOURISTIC MAP PLACED IN KLADANJ

A touristic map of Kladanj was placed yesterday in this municipality. Map should contribute to development of tourism in Kladanj and better life standard of its citizens. Members of Central Action Group Kladanj came to this idea of placing the touristic map in Kladanj. The members of this group implemented activities that strengthened cooperation between citizens and government on development of tourism as the best mechanism for development of the whole municipality. Placing the touristic map in Kladanj was just one fo the activities envisioned by project Buiding Just Structures in B&H, financed by Irish Aid.

TUZLA, ELEMENTARY SCHOOL 'PAZAR': Gender sensitive education

On Wednesday, 27th of June, at 10 A.M., elementary school 'Pazar' held in its classroom a round table on topic Integration of gender component in educational sector and in accordance to it, revision of school material and documentation. The conclusions of round table are linked to obligatory gender workshop for entire school staff and Letter of initiative to Ministry of Education, Science, Culture and Sport for gender sensitive school material and documentation, as well as integration of gender component in regular annual school plan and programme.

Round table was held within the action plan of this school which was created within project Integrating principle of gender equity in schools, financed by CIDA and implemented by Association BOSPO in three elementary school in Tuzla Canton area (school of Banovici, Kalesija and Pazar)

 
GRADACAC: Results of the campaign Stop violence among and upon children

Today was held final activity of the campaign in Gradacac, Stop violence among and upon children that was realized within the project Building Just Structures in B&H, financed by Irish Aid. Activities of this campaign were focused on work with children, parents, teachers and representatives of the local authorities,a ll with aim to raise awareness of the pupils, parents, teachers and authorities of the presence of violence; increase tolerance among children; build their skills for non-violent conflict resolution.
The last activity within campaign was round table which was held on yesterday, 12th of June in primary school Hasan Kikic in Gradacac. The participants were parents, teachers and representatives of local authority and other relevant institutions. Activists of the campaign familiriazed present representatives of Association Bos-it from Gradacac with terms of violence, basic elements of violence, its consequences and prevention of violence. Afterwards, dicussion was held on this topic and constructive proposals were made for the continuation of the activities that will be focused on reducement of the violence, not only in Gradacac area, but in the area of whole Tuzla canton.

 
GRADACAC: Public tribune

Public tribune will be organized in Gradacac on June 1st at 18:00 in the building of Gradacac Fair. The topic of public tribune is The position of woman in community and family. Participants of the tribune are representatives of Women Network Veliko Srce B&H from Gradacac, representatives of Gradacac municipality and numerous experts that will discuss about position of women and their problems. Within the public tribune the results of the assesment that was done in Gradacac on same topic, will be presented. Public tribune is one of the envisioned activities within project Building Just Structures, financed by Irish Aid. All interested parties are welcome to take part in this event.

 
SREBRENICA: Concert of classical music

Concert of classical music, within the campaign Promotion of culture in Srebrenica, will happen tonight in the building of Youth Center in Srebrenica at 20:00. This campaign is part of the project Building Just Structures in B&H, financed by Irish Aid and it's a contribution of BOSPO and Association SARA from Srebrenica to manifestation Days of culture in Srebrenica.

 
KLADANJ: Workshop held

Workshop for representatives of local communities and NGOs of Kladanj municipality was held yesterday in Kladanj. The topic was: Advocating for the development of community through development of tourism. The workshop was held as the last activity within mechanism of good governance of municipality of Kladanj, which was created within the project Building Just Structures in B&H, financed by Irish Aid. The aim of this workshop was to educate the citizens of Kladanj how to advocate for resolutions of their problems through practical example of resolving the problem of unemployment through development of tourism. Within the workshop practical exercises were held that resulted with creation of campaign What tourism brings to citizens which was immediately applied to BOSPO as one of the possible activities within this project.

 
WORKSHOP FOR COUNCILLORS OF LOCAL COMMUNITIES IN TUZLA

BOSPO today organized, in cooperation with Department for general management and department duties of municipality of Tuzla, educational workshop on topic "Identification of problems of local communities and lobying for their resolution'. Workshop participants were councillors of 26 local communities in Tuzla municipality. The councillors estimated the content of this workshop very useful for their future activities.

 
LONGLASTING PROBLEM OF RETURNEES STILL ACTUAL

Round table on topic "Reconnection of residential units of returnees' at the area of Municipality Lukavac at the electro-distributional network in BH" has been held today in municipality of Lukavac. It's established that Lukavac municipality has sent the list of returnees and locations which require reconstruction, in January this year (that's 7 years after the return of the first returnees and 2 years after the last version of Pact was signed) to Ministry of human rights and refugees-RC Tuzla. However, Ministry still hasn't started any initiative to connect with Municipality and Elektroprivreda BH to create the List of priorities, as it was obligated. Returnees at the area of Municipality Lukavac feel discriminated, they are unsatisfied with the way Municipality treats them and they're interested in finding the funds for reconstruction (although that is not their obligation) by writing some projects, but they need help in writing those projects and nobody's helping them. *** Complete report of round table discussion is available on link: http://www.bospo.ba/dokumenti/Report.doc ***

SREBRENICA AND TUZLA: TWO CAMPAIGNES SIGNED

Two campaignes were signed within the project 'Building just structures in B&H', financed by Irish Aid. Within the campaigne 'Promotion of culture in Srebrenica' it's planned to realize meetings with representatives of civil society and local authorities, public debate between representatives of local government, civil society and citizens, and on 30th of May it's planned to realize a concert of classical music, everything within the manifestation 'Days of culture' in Srebrenica. The aim of this campaigne is strengthening local civil society and representatives of local government to, with joint forces, develope cultural life in Srebrenica. Campaigne is being realized by activists of the association 'SARA' from Srebrenica. The aim of the campaigne in Tuzla 'Let's integrate gender component in school documentation' is to humanize relations between sexes through gender sensitivation of school documentation. Within this campaigne it is planned to organize meetings with representatives of Ministry of education, University in Tuzla, Bosanska riječ and other actors, in order to change title in school documentation and gender insensitive plates on school doors with titles of professions (pedagog to pedagogica etc). Activities of both campaignes are planned to be realized by mid-June.

 
CAMPAIGN AGAINST VIOLENCE UPON AND AMONG CHILDREN

Campaign "Reduce violence among and upon children" has started in Gradačac within the project ‘Building just structures in B&H’. The aim of the campaign is to reduce violence among and upon children and to raise awareness of children, parents, teachers and authorities of current violence. Also, the aim is to reduce violence through increase of tolerance among children and education about non-violent conflict resolution. Within the campaign five workshops will be realized, one round table and publications will be printed that will inform the public of the importance of this problem and the need for active struggle against violence among and upon children.

 
BOSPO's STUDY VISIT IN MOSTAR

BOSPO visited Mostar on 11th and 12th of March where there was presented a new way of communication between local authorities and citizens of Mostar. Konect 35 is the model of communication for three years now, through which City Council of Mostar and Mostar citizens communicate for almost three years now. It provides information through sms, email, post office and website, while decreasing the costs of communication for circa 50%. This system provides faster information to citizens regarding activities of Mostar municipality. After the presentation, the particpants showed the interest for integrating this system in other municipalities of Bosnia and Herzegovina. Study visit in Mostar is one of the activities of the project 'Building just structures in B&H' which aim is betterment of the communication and cooperation between citizens and local authorities in B&H

 
THREE GENDER ACTION PLANS CREATED

Third action plan is created yesterday in elementary school Banovići. The aims of these action plans are raising awareness of parents, teachers and children of gender equity and active involvement of both parents in educational process of their children, such as parent meetings and ‘open door’ activities. The realization of these action plans is at its beginning and they’re planned to be finished by the end of June.

 
MEETING WITH RETURNEES OF LUKAVAC MUNICIPALITY

BOSPO held a meeting today with returnees from nine return-areas of Lukavac municipality. Problems and needs of returnees were identified on this meeting (not having electricity and water for years, roads in heavy condition, problems with health protection etc.). Next activities which are to be done are arrangement of a meeting of returnees with mayor of Lukavac municipality and representative of electro distribution, in order to solve identified problems. Assessment of the problem of social protection of returnees will also be done.

 
BOSPO held a training session withing gender project

In Saturday 17.02.2007., BOSPO held one-day public advocacy training session in elementary school Pazar in Tuzla for 26 participants from three selected schools: Banovići, Kalesija and Pazar. Trainees estimated the content of the training very useful and the content was about lobbing, relations with media and associates, evaluation of social situation in which they advocate their problem etc. Parents, children and teachers reckon the knowledge they gained during this training as useful for future actions, such as creation and implementation of their action plans which aim is integration of gender component in educational system.

 
BOSPO held the meeting within the Triangle Project

BOSPO held a meeting today with the representative of Lukavac municipality with the aim to assist returnees in this area. It is agreed to organize another meeting between representatives of local authorities and representatives of returnees' local communities and associations in the beginning of March, where isssues and needs of returnees will be identified, as well as most efficient ways for starring up economic initiatives and projects in return areas. The cooperation between BOSPO and municipality of Lukavac is also agreed upon, wioh the aim to support sustainable return in this area. According to the activities of Triangle project by the end of June it is planned to create and realize the action plan for the support of return to municipal area of Lukavac. The action plan will be the result of cooperation of representatives of local authorities and representatives of returnees' local communities and associations who will plan it and implement it with joint efforts. It is also planned to hold a round table, participate in radio show and print a publication about return.

 
Two-day gender training session was held for elementary schools in Tuzla Canton

BOSPO Association in cooperation with Gender Center of Federation of B&H has organized two-day training session 'Gender sensitivisation' in elementary school Pazar in Tuzla for 29 participants. Participants were teachers, parents and pupils from elementary schools Banovići, Kalesija and Pazar. According to the evaluation results, trainees got familiar with gender concept and became aware of certain gender stereotypes in school material, they also showed the understanding and willingness to apply their new knowledge of gender in their future actions. Training session 'Gender sensitivisation' is just one of many activities of the project 'Integrating the principle of gender equity in schools', financed by CIDA. Next training activities are one-day training session of Public advocacy and two-day training session of Group facilitation methods.
