One of BOSPO's strategic goals is to create opportunities for democratic change by empowering formal and informal citizens' groups and NGOs in the region. BOSPO therefore has created a Resource Center to help systematically increase civil society initiatives and capacities by providing the following resources:

• Books, manuals and literature relating to civil society initiatives. These are located at the Centre Library,
• Printing training materials and publications to be used in training sessions and for the purpose of post-course reference.

BOSPO's team continually searches for new literature, books, and printed materials to enrich the Centre Library and to provide support for the development of civil society initiatives.
BOSPO's existing collection of books, manuals and literature have been classified into the following categories:

•  Civil Society,

•  Human Rights,

•  Youth and Education,

•  Roma minority,

•  Media, PR and marketing,

•  Training materials,

•  Work and development of NGO,

•  Business.
